A Second Conversational Look at One-Time Federal Funds: Investing in Transformational Opportunities

In our first conversation about the federal funds coming to Minnesota, we heard that while there are aspirations, neither the states or the local leaders are set up to spend funds on transformational ideas or initiatives. These funds come with strings, accountabilities and prescribed timelines (at least that is historically true) and so the potential to really optimize this once-in-a-lifetime level of funding may be squandered.
